There's no collector's shield in Tyria that provides 16 AL and -2/45 when enchanted.

It isn't max because a max one no longer exists in Tyria.

But Cantha holds probably several shields like the one you want.

The first you'll run into is "Leijo" in the Shenzun Tunnels area - requiring 5 Ancient Kappa Shells.

The second is I think the collector right outside of the Boreas Seabed in Pongmei Valley. - requiring 2 gauridan mosses.
